KDE 3.1 release schedule draft

There are quite a few changes due to bug fixes (including i18n bug fixes) 
which did not even show up in 3_0_BRANCH yet since we don't have automatic 
message merges there. We always have to wait for somebody with the time and 
the bandwidth to run the merges manually. We need at least two of these 
procedures before 3.0.2 with some time in between, one for getting the 
changes, one for merging our translations back in.

Also changing GUI strings is not the only problem. To me, the main thing is 
that we never find the time for doc translation (or making existing doc 
translation consistent with the GUI stuff) because we always have to catch up 
on new GUI stuff.

Even putting all this aside for the moment: I really don't think it is enough 
time for implementing and properly testing all the improvements in 
functionality, appearances, and usability most of us would probably like to 
see in 3.1. And even if we can make it when everybody is doing overtime and 
give up on vacation again: why rush it like this in the first place? I still 
fail to see a good reason for this.
