It is certainly very important for KDE Accessibility that kmag is included
in KDE. I am wondering whether kde-graphics is the right place, though,
as the focus of kmag is rather accessibility than graphics. I would
prefer kdebase.

A similar question arises for KMouth, which will reach version 1.0 soon.
We were thinking about extragear for that, but a new kdeaccessibility (or
kdea11y) package would make much sense as well.

BTW: It would be nice if topics regarding accessibility could always be
cc'ed to kde-accessibility at mail.kde.org
