Two things to keep in mind here:
1. The placement of the icon to be centered around the active spot of the 
pointer seems to better convey the meaning of "dragging" an object. Putting 
the icon where the startup notification icon is placed now just
 a. confuses users (what have I started now??)
 b. isn't suggestive of "dragging" something.

2. Using 16x16 icons is out of the question for people with hd displays (I can 
almost cover the whole 16x16 folder icon with my mouse pointer and can hardly 
distinguish some of the more elaborated icons @16x16). So at least make the 
size dependent on the resolution of the screen (e.g. use 22x22 icons if > 
120dpi).

Oh, BTW: 64x64 icons in kicker are too small for 133dpi displays... :-(
And the window border controls should grow, too when selecting "large" or 
"huge" title bars.
