:) Every rpm/tar.gz there is shipped by the release. That is what I meant what 
KDE ships as the core distribution to offer the desktop, a set of 
applications and a development environment (plus koffice which in this case 
was just ported, updated release to follow).

Yes. That's what I meant; if we exclude apps from the core distribution 
because they are duplicates doesn't necessarily mean they can't be made 
available towards the user by distributors or through apps.kde.com/fm.

I'm thinking different here because it doesn't regard what is basically always 
needed. I'll give this another thought and would like to list up what I think 
makes sense to ship.
