Cleaning it up is a fine goal.  However, for better or worse gmake
provides a unified target that one can write makefiles for.  As you've
readily noticed the makefiles are rediculously complex, and IMO it's not
worth maintaining compatibility between various brands of make...  
especially since there are some significant areas where they utilize
incompatible syntax.

Now, if you wanted to drop autoconf/make and go in favor of a nicer build
system.. that might be worth it.  Ever looked at jam?
