Icon themes for KIcon::User icons?

I've been playing around with icon themes a bit and noticed that while they 
do support most icons, they don't support KIcon::User ones (in 
app/<app>/pics and the like).  Support like that would allow one to theme 
things like ksplash, kbiff, kaboutdialog and pretty much everything else 
without having to overwrite any icons.

Was this support ommitted for a reason?  Or was it a "<shrug> never thought 
about that" type of thing?
