I think linking an operation like desktop switching to the mouse wheel will 
surprise a lot of people. It's just not what you expect. The effect of a 
wheel action is usually scrolling a list view, inside an application or a 
dialog. You don't even expect it to change the active application, or to 
commence any action at all. Changing to another desktop is what I'd call a 
"heavy action" (just because it is usually a radical change in what you see 
on your screen), and it should not be linked to something as "easy" as a 
spinning of the mouse wheel.

I'd vote to leave it out completely and not even make it a hidden 
configuration option. People will probably not expect something like this to 
be there at all, its nothing you'd miss and therefore search. So it'll be 
dead code (and thus bloat).
