Matrix <-> IRC Bridging

Hi, 

as a former member of Libera.Chat staff and knowing their peoplepower in the 
infra department, you might also want to ensure early that a reasonably sized 
i-line is in place for when you use your own bridge instead of the EMS one.

Just as a reminder, other than that I'll stay out of it, thanks for your work.
