Chat blocking under 16s from KDE

The no-under-16s limitation remains in place on the privacy policy

"We never knowingly collect or maintain information in the Service from
those we know are under 16, and no part of the Service is structured to
attract anyone under 16. If you are under 16, please do not use the
Service."

I'd also query if should allow hugging by text, it does seem excessive to
prevent it.
