Could KDE e.V step in to negotiate a support contract, and pay for 
features or bugfixes that the KDE community requests?

Just a random example: KDE could ask them to link accounts with 
identity.kde.org, removing some friction of having to create an account 
on matrix.io, or another Matrix instance.
