A task and a document are different thing. A set of tasks are action items
which specifies is an action item which

We may have a different ideas about documents, maybe.
A living document on the wiki (I read what Alexander wrote, but I think that
the wiki is the best place) is something that can evolve. When it's clear that
there are possible follow-ups, tasks can be created (this is not specific to
this issue, it's a more general process).
I'm not sure also why it should have a snarky title like that. It could be
something on the line of "Requirements and issues for migrating translations
to git".
