Phabricator Behaviour Change

Hi all,

As a follow-on from the Phabricator BoF yesterday at Akademy, I have
now changed Phabricator's behaviour in regarding sending of email.

Going forward Phabricator will now send a single email for a given
change, disclosing in the standard email headers who is receiving a
copy of the message. This should result in Mailman no longer sending
double copies to people who have the 'nodupe' option enabled (which is
the default).

Please note that if you are subscribed to multiple mailing lists which
are both receiving a copy of a given mail from Phabricator you may
continue to receive duplicate mails.
