Could we lock projects that are unmaintained (and set all bug reports
to unmaintained, too)?

Hm, like with calligra, there's calligra-common, words, plan etc. as separate 
products with their own components.  I guess a bit of inconsistency is 
unavoidable - a 1:1 mapping between git repo and product won't work in all 
cases.

Me neither... But that's more because I have to triage about a 1000 bug 
reports a year, and many of them are not bug reports at all, but support 
questions. I like it that bugzilla + phabricator means there's a two-stage 
system: one where users enter their reports, which I then filter and create 
phabricator tasks for other team members.

That should work in most cases... I guess, but not in all.
