You can't share it with "all" accounts, but you can share it with
certain groups, including developers, members of the eV, etc.
If you need a document to be editable by anyone, you can always create
a folder which is writable by anyone with the link and place the
document in that folder.
Until the advent of Collabora Online it wasn't necessary for
individual files to have writable links - but this is something which
they have on their todo list to sort out, so at some point in the
future you should be able to share a document with anyone using just a
link.
