They are independent features. While I would agree with adding more statuses
(that can be optional in the usage workflow, i.e. you can always go directly
to RESOLVED) I would personally advocate for not having to have both needinfo
options, and I think that reporting can be fixed. That said, yes, we could
enable the flag at any time.
