[kde-community] Reviewboard updated

Hi everyone,

I've just performed a major upgrade of Reviewboard from 2.0.17 to 2.5.2.
This may have introduced incompatibilities with tooling such as
rb-tools. Apologies if this is the case.

During the upgrade process a few errors were encountered. Based on the
output it is expected that this will only affect the indexes in the
database. None the less, if anyone encounters any errors, please
contact Sysadmin immediately.
