[kde-china] 讨论一下关于重建 KDE China的问题

两岸问题的话，把KDE-中国 改名 KDE-中文
就没有地域问题了，再邀请KDE-tw的人来一起当admin，号召用户在自己浏览器上安装简体/繁体/正体转换插件就没有语言问题了。
