kdebindings, python_site_packages_install_dir

Hi!

The attached patch lets kdebindings install files into 
PYTHON_SITE_PACKAGES_INSTALL_DIR instead of PYTHON_SITE_PACKAGES_DIR.

Please, look at the last part of the patch (if is_absolute etc.) Is there 
any better way to achieve the same goal?
