As Thiago said, it is not that easy.
You might find
http://techbase.kde.org/Getting_Started/Build/KDE4/Windows/Cross-Compiling
useful but be aware that this is not supported and that ~ 1-2 persons
went this way before you.
You can report your findings to kde-windows at kde.org though or simply add
them to the wiki.
