It's never been. You should always apply the patches.

The one in question isn't exactly necessary, if your $QTDIR/bin is in 
$PATH -- as mine was during the whole time I developed and used 
qdbuscpp2xml.

If it isn't, the program fails silently. That's what the patch fixes.
