Correct. Given that I introduced the --without-arts switch, I claim to know 
about how it was intended. (with ifdef HAVE_ARTS). However, some 
subdirectories in kdemultimedia afterwards changed this semantics, and I 
didn't have time to revert that yet. It would be nice to solve this for KDE 
4.x.
