Raising priority. Recent changes in kdebase mean that it *ALWAYS* tries to
install the Plasma bindings now, regardless of the presence of PyQt4 or PyKDE4
( which I don't have installed ). 

Requesting that the Plasma bindings be kicked out of kdebase to kdebindings, or
the appropriate checks put in place.
