[Kde-bindings] Adding smoke based QtScript bindings to kdebindings

Arno mentioned that there was a soft feature freeze in two weeks. I'm not sure 
that applies 100% to kdebindings as we're generally allowed to make last 
minute changes because we don't really have 'apps or with features' that might 
need freezing. I think pretty much all bindings work is generally a bug fix, 
even if we're adding enhancements.

I wanted to get the QtScript bindings working with Plasma for KDE 4.4, and so 
I think I'd like to move them into kdebindings before this freeze.

They aren't quite ready yet, but they certainly will be by the release.

Also I wonder if Chris would want to move the PerlQt bindings to kdebindings 
soon as they would certainly be really welcome.
