KDiff3 1.9.5 Release

KDiff3 1.9.5 has been released.
 It can be found at https://download.kde.org/stable/kdiff3/kdiff3-1.9[1].5_.tar.xz.mirrorlist_
This tarball includes translations.

The windows MacOS updates have also been released

This release resolves a major performance regression in handling Windows style line 
endings.  In so doing it also fixes byte order/encoding related issues in EOL detections.
For windows users the new installer is generated from source tarball and will include all 
translations. I am unable to do the same MacOS so this remains English only with partial 
translations from Qt/Frameworks.

449007: The Help button inside Options dialog now works.
449076[3]: KDiff3 will now attempt to detect non-BOM UTF-8 when autodection is on.
