Download packages and dependencies of Ubuntu
crawling the http://packages.ubuntu.com/ website.
It's like package manager but it doesn't depend of
apt or aptitude and it doesn't install the
packages. 

You can install adding the line 

deb http://ppa.launchpad.net/rsachetto/ubuntu
intrepid main
deb-src http://ppa.launchpad.net/rsachetto/ubuntu
intrepid main

on your sources.list and installing via apt or
aptitude or synapitc
