Build failed in jenkins

The readelf error existed before builds broke, per
https://binary-factory.kde.org/view/Android/job/GCompris_android/131/consoleText
(the last successful build)

The real error here is likely the following:

13:58:30 Invalid minSdkVersion version, minSdkVersion must be >= 21

Recently the Android images used by the CI and Binary Factory were
rebuilt (as part of a periodic rebuild of all images to ensure
security and other updates are integrated) so this likely pulled in
some other changes which broke this. I seem to recall some ECM stuff
that might have touched this?
