Project structure

Hi,

I wonder if anyone wants to be project manager, I'm not very good at that
personally.
I wrote a quick blog post as well. http://blogs.fsfe.org/gladhorn/2018/10/14/
screen-reader-accessibility-for-the-plasma-desktop/
Right now I think we have two big tasks outlined that should be tackled:

1) Getting Orca started
I think this is about some research, confirming that it works with the
shortcut. In a later stage it would be even better to get it integrated with
the login screen (both sddm or the gnome login - gdm should be possible to get
to work). But I'd keep things simple at first, let's make sure users can get
to Orca after login. Let's collect issues and get them sorted out.

2) Break down the Plasma issues
There will be a lot of small and big problems. I think we should try to sort
them in some form. Maybe it would be good to work towards enabling some
workflows at first. What are the most important things you'd like to do? Where
are the blockers. Over time this can encompass more and more, but we need to
start somewhere.

Cheers,
Frederik
