OK, this looks like BUG 100027.

I'm guessing the SuSE RPMs you installed did not include this fix. You can
either install newer RPMs (KDE 3.4.1 was announced today), or build from code
repository, or edit file $KDEDIR/share/services/kttsd_artsplugin.desktop.
Remove line that says "Name[de]=KTTSD Arts-Plugin", then
killall kttsd
killall kttsmgr
kbuildsycoca
kttsmgr
