The following file and directory are the user configuration files:

$HOME/.kde/share/config/kttsdrc
$HOME/.kde/share/apps/kttsd/stringreplacer/

I haven't tried this, but in theory, you could copy them to

$KDEDIR/share/config/kttsdrc
$KDEDIR/share/apps/kttsd/stringreplacer/

and manually edit the kttsdrc file to point to the copied "Filter_#" files in 
the stringreplacer directory.
