[Kde-accessibility] KDE for blind people

Unfortunately, KDE does not currently have a screen reader.  There are some 
capabilities for low-sighted users, such as high contrast large font themes 
and KMagnifier.

KDE is undergoing conversion to Qt4 libraries now.  When KDE4 is released, it 
will share the same accessibility infrastructure as Gnome, which means that 
Gnopernicus and Orca screen readers should work with it.

There is a Text-to-Speech capability in KDE right now called KTTS.  AFAIK, 
there are no freely available French languages for it.  A commercial French 
Canadian voice that works with Festival and KTTS can be purchased from 
Cepstral LLC.
