[Kde-accessibility] Patch for the highcontrast style

I have worked a bit on the highcontrast style.
You can find the changes in the attachment.

The applied changes are two:
 - there is now a configuration window with the option to change the basic 
   line width for the style
 - tabbars on the bottom of the window are now rendered correctly.

I have experimented with the changed style for a bit, and it seems ok.

I'd like to commit the changes to CVS, is this ok?
