[Kde-accessibility] Plans for KDE 3.4

Hi!

This is a summary of the plans we have for kdeaccessibility 3.4:

Speech synthesis:
* Import kdenonbeta/kttsd into kdeaccessibility
* Import KSayIt (see apps.kde.org) into kdeaccessibility
* Integrate kttsd and KSayIt closely into KDE, and get usability input on 
how to do this best (passive pop-ups / Konqueror / Kate / KOffice / kpdf 
/ kclock / KAlarm / ...)
* Work with other projects on a common driver API for speech synthesis.
If this API is not ready before the feature freeze, then we will release a 
kttsd plug-in to do the bridging independently.

Low vision support:
* Add accessibility customization to kpersonalizer
* Try to get as many monochrome icons as possible, and provide an icon 
effect to make icons monochrome on-the-fly
* Create a meta theme for high contrast and low contrast
* Fix a lot of bugs that make KDE difficult to use for people with low 
vision
