[Kde-accessibility] ATK signal documentation improved

I'd like to call your attention to bugzilla bug 121163:

Thanks to Padraig for finding and fixing this; the ATK signal
documentation was in the wrong place in the sources, thus the generated
API docs didn't contain the appropriate comments.

Those of you interested in the signals (aka events) which ATK reports
and which should be supported by ATK-compatible toolkits may be
interested in this information.

Note that these signals are not identical with the event notifications
which AT clients receive; those are listed in the AT-SPI documentation
(which could also use some revision).  However there is a useful degree
of correspondance between the ATK signals and AT-SPI events, so users of
AT-SPI may also find the ATK descriptions helpful in understanding the
meaning of AT-SPI events.
