If I understand you correctly, you have successfully installed festival and 
want to use it together with kttsd?

I currently do not have Festival installed on my system, so I cannot help you 
to solve the compile problem. However, you can use a workaround: You can use 
an other plug in for kttsd.

The  currently available plug ins of kttsd are:
- -Festival: this is what you have tried
- -Festivalcs: an other Festival plug in (I don't know if it works)
- -Command: for arbitrary commands, this one you might want to try
- -Hadifax: for the German hadifax/mbrola text-to-speech system (not of interest 
for you)
- -FreeTTS: I do not know if this plug in does anything at all.

So you could try to configure with

./configure --enable-kttsd-command=yes \
            --enable-kttsd-festival=no \
            --enable-kttsd-festivalcs=no \
            --enable-kttsd-freetts=no \
            --enable-kttsd-hadifax=no

Once kttsd is configured, compiled and installed, start kcontrol, choose 
"Regional & Accessibility"->"Text To Speech", add the Command plug in for a 
language and make that language the default one. Be sure to specify the 
command for speaking texts on the (new) language tab.

I hope we will find the correct fix for your problem soon. However, I do not 
have Festival installed on my system. (Maybe I will install it in a week or 
so, but that depends on the time I have.)
