Early today I put a bit of order in the plug ins so now we have.
Festival -> Finished but not working :(
Festival C/S -> I'm going to start working on it ASAP.
FreeTTS -> The skeleton is there, but I'm afraid of mixing Java and C++
Command -> The same skeleton as FreeTTS and it could be a very good base for 
you to understand and start the plug in (anyway, it seems you alreayd 
understand it and all the changes where deep in Proklam, not in the plug 
ins).

Of course it's ok, the plug in structure allows to have diferent coders and 
maintaners for each plug in, even, have them in diferent directories, 
diferent servers. Even, a vendor of a TTS could work in the plug in in 
another place and release it (I think he cannot release it as anything 
diferent that GPL anyway).
