[Kde-accessibility] Accessibility kc module

I have started the renovation of the kc module for Accessibility.
It is located in kdebase/kcontrol/accessibility/ (the old and by now, the=20
working and compiled one (the new one is ignored) is in=20
kdebase/kcontrol/access).
