[Kbabel] KDE4 Port -- rewrite

Seems to be impressive. Although I'm not able to contribute to the large
part of the work due to lack of skills mostly, I'd like to see work done
in KDE repository (in branch at first probably). I _might_ help with
testing and bugfixes and I'm sure there are at least some others like me.
