Language/Locale questions

Ok after some offline discussions involving screenshots, it turns out 
that the options *are* there but require scrolling down - which seems to 
be buggy (there is no scrollbar and the screen is not responsive to 
mousewheels or at least not mine). Click-and-drag works but that is 
really counter-intuitive on non-mobile devices so Johnny has said he'll 
open a but in (https://phabricator.kde.org/project/view/144/)
