My explanations are confusing but it's excatly the way it works.
The process is:
edit the boards/*.xml.in files in english
cd po ; make update-po (to get the strings back to the po files)
use kbabel (or any UTF-8 editor) to translate
make (it will create boards/*.xml with all the languages.
