Hum, it seems you miss the UTF-8 variant of your locales.
Look, on my system I have:
locale -a | grep de_DE
de_DE
de_DE.ISO-8859-1
de_DE.ISO-8859-15
de_DE.UTF-8

gcompris needs UTF-8. It's a system issue, you must install them, but I
don't know how.
