My experience in working with XP Service Pack 2 machines leads me to
raise an exception - There is an option to "disable" the firewall.  This
may not entireley mean disabling the code, but it does let traffic
through to tcpip services when the firewall is turned off that otherwise
get blocked when the firewall is enabled.  I hope this helps.
