Yes you are right, I forgot about that.  I created a bug initially:

However I moved /usr/X11R6 to /usr/X11R6_old and haven't had any
problems since.  The above two programs (mkfontdir and mkfontscale) are
just links to /usr/bin in FC5.  I don't know what programs are actually
broken by removing these, but I haven't seen any.
