are you using plasma 5? You can create a look-and-feel package for the 
background image using the gui application look and feel explorer.

Set in your kiosk profile kdeglobals:
LookAndFeelPackage=<your look-and-feel package>

Take a look at the js file in layout folder of the look-and-feel package.

You can create a file in etc/X11/Xsession.d/ to extend XDG_CONFIG_DIRS 
and XDG_DATA_DIRS. Take a look at the kubuntu-settings-desktop package 
in 17.10 for how this works.
