Enforcing screen lock policies for RHEL 7 / KDE 4?

Thanks for the reply, David.

RHEL 7 (latest) uses KDE 4.10.  We need a way to do these enforcements w/o
doing them in ~/ directories because we need to be able to assert that they
are:
 - globally set
 - enforced in a non-override-able way (thank goodness for [$i] immutable
option!)

Sounds like when we get KDE Plasma 5 (in about 2 years in RHEL, most
likely), we should be in better shape as I can set this in /etc/kde5rc w/ a
[ScreenSaver][$i] passage in that file.
