Couldn't the look and feel stuff be (mis)used for that? 

Tell Plasma to reload with given JSON config is something the kcm already allows, right? Would be worth a try.

though it is not sure as for how long we need this stuff, in an
enterprise setting the Things Thomas mentioned would be really important.

We (and every other administration which wants to remotely configure the
desktop) need this too and managed with crude workarounds as well.

Officially maintained possibilities for importing/exporting plasma/oid
configurations and restart the desktop components would be EXTREME
helpful in building an remotely easily configurable desktop.

Perhaps there are already such features and we looked, but currently we
found no overall possibility to do that.

so... tldr.: +1 for that
