Did you already read https://community.kde.org/Get_Involved and https://
community.kde.org/Elisa ?

If not, this is a good idea.

You should start by building Elisa from source. The current command line 
handling is done in src/main.cpp . You could start from that.

We use https://invent.kde.org to manage collaboration on code changes. Please 
post your proposed modifications there as early as possible to get feedback on 
them
