Could you check how the path "/builddir/build/BUILDROOT/
elisa-0.3.0-1.fc30.x86_64/usr/usr/lib64" is built ?

Do you use DESTDIR ?
Do you override KDE_INSTALL_LIBDIR or other variables ?

In any case, if we do not understand the root cause of this problem, you can 
always carry a local patch in your packaging (using the solution you propose 
in D15864).
