Polkit rules recommendation

Hello again distro folks!

I have another recommendation, this time regarding PolKit rules:

The first one allows the automatic timezone chooser in Plasma 6.4 to not 
be annoying.

The second one, when combined with the first one, is sufficient to fix 
https://bugs.kde.org/show_bug.cgi?id=490899.

This is my first time writing polkit rules, and I can verify they work, 
but am not 100% sure they're as good as they could be, so if anyone has 
suggestions, feel free to share.
