New dependency for kio: switcheroo-control

Hi,

Starting with kio 5.109, kio now recommends switcheroo-control[0] as a
runtime dependency. This applies to both kf5 and kf6. In distributions with
split libraries, the package including libKF5KIOGui should own this dep.

This will improve the ability of laptops with hybrid GPU setups to use the
discrete GPU[1].
