PSA: get your signon packages from https://gitlab.com/accounts-sso

Hello packagers,

https://gitlab.com/accounts-sso/ is the new home of signon, signond, 
signon-ui, and other related packages.

These used to live at https://launchpad.net/signon, but it's pretty dead 
there and more actively developed at the GitLab URL instead.

Shipping an old and outdated version causes 
https://bugs.kde.org/show_bug.cgi?id=420280 which is a fairly 
significant issue. Please update your packages to a recent version if 
possible!
